
A practical body armor inspection checklist begins before an inspector reaches the packing floor. If the purchase order says only “NIJ vest,” “Level IV plate” or “same as sample,” the inspection team has no complete, objective baseline. A visual match may hide a different panel outline, plate construction, carrier fabric, label revision or included accessory. Those differences need to be controlled in writing, not resolved from memory after production.

What pre-shipment inspection can and cannot prove
Pre-shipment inspection can verify count, product identity, dimensions, finished weight, visible workmanship, component assembly, markings, packing and correspondence with approved records. It can also select samples under an agreed plan and document nonconformities with photographs and measurements. These are important quality-control functions because they show whether the presented lot matches the commercial and technical configuration the buyer approved.
It cannot establish ballistic resistance through appearance, bending, tapping, photography or an unapproved field test. Test reports and official compliance records are document evidence; controlled ballistic tests are separate evaluation activities. When the purchase contract requires independent lot testing, specify the laboratory, method, sample-selection authority, custody and acceptance rule separately from the factory inspection.

1. Freeze the approved configuration
Create one controlled acceptance pack before production. It should contain the final quotation, purchase order, product specification, bill of materials, size schedule, soft-panel coverage drawings, plate drawings, label artwork, packaging instructions, approved deviations and signed sample references. Give every controlled document a revision or date so the inspector can identify the current version.
The change-control clause is as important as the checklist. It should require written approval before replacing carrier fabric, hook-and-loop material, buckles, thread, panel construction, plate construction, covers, labels or packing materials. A substitute may look similar and still fall outside the approved model or evidence. The inspection company should record a proposed substitution as an unresolved deviation, not decide that it is equivalent on the buyer's behalf.
2. Define the lot and sampling plan
State what forms an inspection lot: one model and construction, one production batch, one size group, one purchase-order line or another clearly identified boundary. Mixing several models under one general “body armor” lot can conceal defects and make the sampling result difficult to interpret. The inspector should be able to trace every selected unit back to its carton, size, model and batch.
Define the sampling method, inspection level, defect categories and acceptance or rejection numbers in the inspection instruction. ISO 2859-1:2026 provides an AQL-indexed system for lot-by-lot inspection by attributes, but it does not establish one universal AQL for all body armor contracts. The buyer must decide which defects are critical, major or minor and how each class affects release. Also state who pays for reinspection and whether a rejected lot must be fully screened before a new sample is drawn.
3. Match quantity, size and model identity
Count by exact model, configuration and size rather than by a broad product name. Reconcile purchase-order quantity, production list, packing list and physical carton count. For a vest system, separately record carriers, front and rear soft panels, side panels, hard plates and optional accessories. This prevents a complete-looking carrier from being counted as a complete protective system when an internal component is missing or mismatched.
Trace model identity through the carton, outer bag, carrier, soft-panel label and plate label as applicable. The same commercial name should not be used to accept multiple unapproved constructions. For size-controlled projects, compare the actual ratio with the approved schedule and select inspection samples across representative sizes instead of checking only the most common size.
4. Inspect soft armor panels
Remove the selected panels from their carriers using the approved handling method. Confirm front, rear and side positions; exact model; size; outline; width and height at defined points; finished weight; cover condition; orientation markings; label data; and batch identity. Panel edges should follow the approved pattern, and the sealed cover should be reviewed for visible damage, contamination, open seams or other contract-defined workmanship defects.
Do not fold, dismantle or cut a soft panel to guess its material or protection level. Instead, connect the physical label to the approved drawing, model-matched evidence and production record. If the order contains several soft-panel constructions, inspect them as separate model groups. Check that the correct panels fit the intended concealable vest, tactical vest, full-protection vest or lightweight vest configuration specified by the project.
5. Inspect hard armor plates
For every plate construction and size, check the exact model, nominal description, dimensioned outline, cut, single- or multi-curve configuration, maximum finished thickness, finished weight and agreed tolerances. Inspect the cover or coating, edges, corners, visible surface condition and strike-face/body-side orientation marks. Record whether the plate is standalone or in-conjunction-with (ICW), because the two configurations cannot be treated as interchangeable.
An ICW plate must be connected to the specific soft armor backing identified in the approved system. Do not assume any available panel creates the same tested configuration. Buyers comparing a NIJ III ceramic composite plate, NIJ IV ceramic composite plate, NIJ III UHMWPE plate or NIJ IV ballistic steel plate should use the exact offered model's drawing and evidence, not the material name alone. 6. Inspect the carrier and complete assembly
Check the carrier as a textile assembly and then as the complete ordered system. Typical fields include fabric and colour reference, size, panel-pocket shape, plate-pocket dimensions, closure, stitching, binding, shoulder and waist adjustment, release components when specified, accessory attachment points, label position and visible workmanship. Compare left and right components and confirm the required accessories are present.
Then install the approved protective components and verify that orientation, closure and retention match the confirmed configuration. Record the finished assembly weight by size when the contract controls it. A carrier may be visually acceptable while containing the wrong panel or plate; conversely, a model-matched panel does not excuse a defective carrier. Keep the two decisions separate in the inspection report.

7. Verify labels and traceability
Build the label checklist from the contract and destination requirements. Relevant fields may include manufacturer or OEM identity, product model, component type, size, lot or serial number, production date, front/rear or strike-face/body-side orientation, standard edition, care instructions and required language. Do not add a field simply because it appeared on another project's label.
Inspect legibility, permanence method, approved position and consistency across the carton, carrier, soft panels and plates. Serial or batch data should connect to the production and packing records without duplicate or missing sequences where unique tracking is required. If the label states a standard, level or model claim, that wording must match the approved evidence and artwork exactly; an inspector should not rewrite or broaden the claim.
8. Match documents to physical products
Use a traceability matrix with one row for each offered model and columns for quotation line, purchase-order description, drawing revision, label revision, signed sample, test report, compliance listing when required, production batch and carton range. 9. Check accessories and export packing
Reconcile every included item: spare carriers, removable panels, plates, pouches, repair or replacement components, storage bags, manuals and project-specific accessories. Record quantity by model and size. An accessory packed in a separate carton can be missed if the inspection list checks only assembled vests, so the packing list and accessory schedule must use the same item identifiers.
Inspect individual protection, moisture-control materials when specified, carton strength and condition, internal quantity, size assortment, gross and net weight records, carton dimensions and shipping marks. Packaging tests and moisture requirements depend on the contract, route, transport mode and destination. A generic “export packing” statement is not an acceptance criterion; define the method, marks and evidence the project actually needs.
10. Record defects and control reinspection
Every nonconformity record should identify the item, model, size, batch, carton, sample number, defect class, requirement, measured or observed result and photograph. Separate isolated workmanship defects from a repeated configuration or document mismatch. A repeated wrong label or panel model may affect the lot even when only one physical unit was first selected.
The disposition should name who can accept, repair, replace, sort or reject the affected goods. After correction, use a defined reinspection plan and keep the original findings with the new result. Any repair that changes an approved armor construction, sealed panel, plate, model identity or evidence relationship requires renewed technical and document review—not only a cleaner appearance. No. Visual inspection can confirm identity, dimensions, workmanship, labels, packing and consistency with an approved sample. Ballistic performance requires applicable model evidence and, where the contract requires it, controlled testing by a competent laboratory using the specified method.
What is AQL in a body armor inspection?
AQL is an acceptance quality limit used with an agreed sampling system for lot-by-lot inspection by attributes. It does not create one universal defect limit for body armor. The buyer must define the lot, inspection level, defect classes and acceptance or rejection numbers in the contract.
Does an approved sample prove the complete production lot?
