Quick answer: NIJ 0101.07 is the current NIJ performance standard for torso-worn ballistic-resistant body armor. It works with NIJ 0123.00, which defines five threat levels: HG1 and HG2 for handgun threats, and RF1, RF2 and RF3 for rifle threats. A buyer should name the exact standard edition and level, then verify the armor model, construction, test evidence, labeling and—when NIJ compliance is required—its status on the applicable Compliant Products List.

A search for NIJ 0101.07 body armor levels often starts with a simple question: which new level replaces Level IIIA, III or IV? The mapping is useful, but it is not enough for a safe purchase. Two products carrying the same level name can differ in coverage, construction, weight, curvature, size range, test status and intended use.

It explains the five NIJ level names, the relationship between NIJ 0101.07 and NIJ 0123.00, and the checks that turn a threat level into a comparable RFQ. What changed under NIJ 0101.07?

NIJ 0101.07 separates body armor performance requirements from the threat-level definitions. The body armor standard specifies minimum performance requirements and test methods for torso-worn armor used by U.S. law enforcement. The associated NIJ 0123.00 threat-level standard defines the protection-level names, test threats and reference velocities.

That separation matters in procurement. A specification that says only “NIJ 0101.07” has not yet stated the required threat level. Conversely, “RF2” names a threat category but does not identify the offered plate, its construction or its compliance status. A complete requirement needs both the standard and the product details.

The new names also reduce ambiguity between handgun and rifle categories:

This table is a naming crosswalk, not a declaration that every older product automatically qualifies under the new standard. NIJ 0101.07 changes testing and laboratory practices, so buyers should not relabel 0101.06 armor without model-specific evidence.

NIJ 0101.07 body armor levels explained

The five levels form handgun and rifle groups. The official ammunition identifiers and reference velocities are controlled by NIJ 0123.00 and its addenda; they should be copied from the current official document into a formal tender when exact test parameters are required. The table deliberately avoids calling one level “best.” Higher threat coverage can affect weight, thickness, rigidity, cost and wearer mobility. The correct level is the one supported by the agency’s threat assessment and operational needs, not the highest label available in a catalog.

HG1 and HG2 are handgun categories

HG means handgun. NIJ maps the older Level II name to HG1 and Level IIIA to HG2, but the updated standard is more than a label change. A buyer moving to 0101.07 should request evidence for the new standard rather than treating an older Level IIIA report as an HG2 report.

Soft armor is often evaluated as a shaped and sized panel system, not as loose fabric. The quotation should identify front and back panels, panel model, coverage pattern, size range, carrier relationship, label content and finished weight. If the project includes additional soft armor for the shoulders, groin, neck or sides, list each component instead of assuming it belongs to the base vest.

RF1 covers a group of common rifle test threats

RF means rifle. RF1 includes three test threats in NIJ 0123.00: 7.62 × 51 mm M80 Ball, 7.62 × 39 mm mild-steel-core ammunition and 5.56 mm M193. This is a significant procurement detail because a shorthand such as “rifle plate” does not say which threat set, standard edition or test configuration applies.

Ask whether the plate is standalone or in-conjunction-with, then match that answer to the report and label. Also state plate size, cut, curve, thickness, finished weight, strike-face marking and carrier pocket dimensions. RF2 adds the 5.56 mm M855 test threat

RF2 is the new intermediate rifle level. It includes the RF1 test threats and adds 5.56 mm M855. This gives buyers a defined step between RF1 and RF3 when M855 is relevant but the RF3 armor-piercing threat is not the stated requirement.

Do not convert that sentence into an assumption about an untested plate. Material names, plate thickness or performance against another 5.56 mm round do not prove RF2 performance. Request evidence that identifies the exact plate model and RF2 test condition.

RF3 addresses the .30-06 M2 AP test threat

RF3 is the new name corresponding to the former Level IV category. NIJ 0123.00 specifies .30-06 M2 AP as its test threat. For procurement, the practical issue is not simply whether a catalog says “RF3.” The buyer needs to confirm the exact plate, size or size family, construction, standalone or ICW condition, report or program listing, and labeling.

RF3 should not be treated as a universal answer to every rifle risk. A protection level is tied to specified test threats. If an agency has a different special threat, it should define that threat separately and agree on an appropriate test and evidence plan with qualified technical personnel.

Standalone and ICW plates are not interchangeable

A standalone plate is intended to meet its stated rifle protection requirement without a specified soft-armor backing. An in-conjunction-with, or ICW, plate reaches the stated level only when paired with the particular soft armor identified for that system. NIJ 0101.07 addresses ICW hard armor in the RF categories.

This distinction belongs in the first RFQ, not in a question raised after samples arrive. For an ICW system, record:

  • the hard plate model and size;
  • the required soft armor model, level and panel configuration;
  • the orientation and placement of both components;
  • the test evidence for that exact combination;
  • the labels and instructions that tell users how the system must be assembled.

Substituting a different soft panel because it has a similar level name can change the tested system. The same is true when a distributor combines a plate from one quotation with a vest from another. Treat the plate and required backing as one controlled configuration.

A test report is not the same as NIJ CTP compliance

Independent laboratory testing can be valuable evidence, but it does not automatically mean a model is certified by the NIJ Compliance Testing Program. NIJ publishes a Compliant Products List for ballistic-resistant body armor. When a tender requires NIJ compliance, search the current list by the listee name, exact model designation, threat level and product status.

The distinction should be written clearly in supplier comparisons:

  • Tested to a method: a report records testing of identified samples under stated conditions.
  • Compliant under the NIJ CTP: the exact model appears with the applicable status on the official list and is subject to the program’s requirements.
  • NIJ mark: NIJ explains that the mark on a specific compliant product attests that it represents the reviewed design and construction and was produced under follow-up inspection and testing oversight.

Do not accept “NIJ certified material,” an unrelated certificate, a cropped report page or a report for another model as proof of the offered product’s status. Start with the model designation on the quotation and trace it through the datasheet, report, label, sample and official listing.

NIJ currently maintains compliant-product information for both 0101.07 and the older 0101.06 transition. The NIJ page states that it anticipates maintaining the 0101.06 list through at least the end of calendar year 2029. That transition does not authorize changing an older product’s level name; record the actual edition and actual model status.

How to choose the level before requesting prices

Choose the threat and system before comparing unit prices. Otherwise, suppliers may quote different levels, coverage areas or backing conditions, producing prices that look comparable but are not.

  1. Document the threat assessment. Use the responsible agency’s policy, local risk information and authorized technical guidance. Do not select a level from a supplier’s ranking alone.
  2. Separate handgun and rifle requirements. Decide whether the base issue is an HG soft-armor system, an RF plate system, or both.
  3. Define the wearing concept. State concealable, overt, tactical or full-coverage use; required coverage; duty equipment; climate; movement; and expected wear time.
  4. Choose standalone or ICW. For ICW, name the required soft armor and prevent unapproved substitutions.
  5. Set evidence requirements. State whether the project needs an NIJ CTP-listed model, a particular laboratory test report, additional special-threat testing, or a combination.
  6. Control the offered model. Require the same model identity across quotation, datasheet, report, label, sample and production inspection.

This sequence keeps the threat decision with the buyer and responsible authority. The supplier can then propose a configuration against a defined requirement instead of guessing from a two-word inquiry. What to put in an NIJ 0101.07 body armor RFQ

A strong RFQ is specific enough to compare but leaves room for the supplier to identify constraints. Include the following fields:

  • standard and edition: NIJ 0101.07 together with the applicable NIJ 0123.00 threat level;
  • required level: HG1, HG2, RF1, RF2 or RF3, plus any separately defined special threat;
  • armor form: soft panel, hard plate or complete vest system;
  • construction condition: standalone or ICW, with the required backing named;
  • coverage and sizing: panel shape, plate cut and curve, size range, wearer data and carrier pocket dimensions;
  • finished measurements: weight, thickness and tolerances for each offered size;
  • evidence: exact model datasheet, full report, laboratory identity, sample identity and current CPL status when required;
  • labels and instructions: standard, level, model, size, lot or serial traceability, strike-face or wear-face orientation, care and service information;
  • commercial scope: quantity by size, destination, OEM markings, packaging, spare carriers or covers, sample timing and delivery target;
  • acceptance: approved sample, pre-shipment inspection points, document review and change-control procedure.

Avoid asking only for “Level IIIA vests” or “Level IV plates” if the project intends to use 0101.07. Name the edition and the corresponding new level. If procurement rules require the older standard, keep its original level name rather than mixing systems in one line.

Sample approval and bulk inspection

The sample should represent the offered production configuration. Photograph and record the model labels, weigh the complete item, measure panels or plates, inspect stitching and sealing, check carrier fit, and confirm that the sample documents point to the same construction.

For wearable systems, use a size set and a structured fit trial. Confirm coverage while standing, sitting, kneeling and reaching; check interaction with the duty belt, radio, helmet, collar and vehicle seat. Fit cannot prove ballistic performance, but poor fit can undermine coverage and daily use.

Before shipment, inspect a defined sample across sizes and lots. Compare model markings, component count, dimensions, weight, workmanship, packaging and documents against the approved sample and purchase specification. Any material, geometry, adhesive, cover, backing or manufacturing change that may affect the protected configuration should enter written change control before acceptance.

Is NIJ HG2 the same as the old Level IIIA?

NIJ maps Level IIIA to HG2 in its naming crosswalk, but an armor model tested under 0101.06 does not automatically become a 0101.07 HG2 model. Verify the exact standard edition, model evidence and current compliance status.

What is the difference between RF1 and RF2?

RF2 includes all RF1 test threats and adds 5.56 mm M855. Buyers should choose between them using an authorized threat assessment, then verify the exact plate and test configuration.

Does NIJ 0101.07 apply to ballistic helmets and shields?

Should buyers always select the highest body armor level?

No. Select protection from the agency threat assessment and wearing requirement. Higher protection can introduce weight, thickness, rigidity, coverage, cost and mobility trade-offs that must be evaluated as a complete system.
