For police-equipment distributors, government buyers and tender teams, concealable vs tactical body armor is not a simple choice between a light vest and a heavy vest. The real comparison is between complete, documented configurations. A concealable carrier may be quoted with removable soft armor panels. A tactical carrier may hold soft panels, hard plates, both, or no protective inserts at all. Similar-looking products can therefore represent very different protection, weight and price.

The most important line is the second one. A textile carrier is not proof of ballistic resistance. Write each protective component separately even when the supplier offers a complete vest.

1. Define the threat and wearing requirement before choosing a carrier

Start with the protection requirement and the way the armor will be worn. The responsible agency should establish the anticipated threat through its authorized assessment. Procurement can then translate that decision into a standard edition, protection level, wearing profile and evidence requirement.

The current NIJ Standard 0101.07 specifies performance requirements and test methods for certain torso-worn ballistic-resistant body armor used by U.S. law enforcement. The associated threat designations are defined in NIJ Standard 0123.00. An RFQ should name both the relevant standard and edition rather than using a level by itself.

Wearing profile is a separate decision. State whether the project requires under-uniform concealment, a low-profile outer carrier, an overt tactical system or more than one configuration for different roles. Do not let a supplier infer the requirement from a reference photograph.

2. List the complete armor system, not just the vest name

The words vest, carrier and body armor are often mixed together in catalogs. A purchase order needs sharper definitions. The carrier is the textile platform. Soft armor panels and hard armor plates are protective components. A quoted set may include any combination of these items.

Require a line-by-line bill of materials covering:

  • front and rear carrier;
  • front, rear and side soft armor panels;
  • front, rear and side hard armor plates;
  • collars, shoulder, groin or other accessory panels;
  • pouches, identification panels and release components;
  • spare carrier, storage bag, labels and instructions.

3. Match the standard, threat and evidence to the offered model

A style name cannot establish performance. Neither “concealable” nor “tactical” appears on its own as a ballistic result. The buyer must connect the exact protective component in the quotation with the applicable evidence.

Check the manufacturer or listee, model designation, construction reference, size range, standard edition, threat level, report number, laboratory and label wording. The same identifiers should appear consistently on the quotation, datasheet, report, sample and production label. If formal NIJ compliance is required, verify the exact model on the official NIJ Compliant Products List. A laboratory report for another model or a logo printed in a brochure is not a substitute for that check.

4. Draw the coverage and record finished weight by size

Coverage should be visible on a drawing, not buried in a phrase such as “front and back protection.” Ask for the panel outline and dimensions for each size, including the neck opening, arm openings, lower edge and side overlap or gap. For a tactical system, show every optional protective panel and each hard plate pocket separately.

Weight needs the same discipline. State whether the declared figure covers the carrier only, carrier plus soft armor, or the complete system with plates and required accessories. Record the size attached to the value and agree a production tolerance. A single “lightweight” claim cannot represent an entire size range or several armor configurations.

The 2014 NIJ Selection and Application Guide-0101.06 remains useful for measurement, fit, coverage and procurement concepts, although it predates NIJ 0101.07 and should not be treated as current certification criteria. Its practical lesson still holds: more coverage must be balanced against fit and the wearer's ability to perform ordinary duties.

5. Specify the concealable body armor as two controlled layers

For a concealable bulletproof vest, inspect the protective panels and the carrier as separate controlled items. The RFQ should identify the panel model and outline, the carrier style, closure layout, color, fabric, contact surfaces and panel-access method. If spare washable carriers are required, price and label them separately.

Concealment cannot be approved from a flat product photograph. Review the representative sample with the intended uniform or clothing in multiple wearer sizes. Check whether the carrier keeps the protective panels in the approved position and whether edges, closures or adjustment hardware create avoidable bulk. Record the result as a fit and configuration decision, not as a universal comfort claim.

Buyers comparing a standard carrier with a slim concealable bulletproof vest should request the finished dimensions and panel patterns for both. The word “slim” does not quantify thickness, weight or coverage. Those values must come from the exact offered configuration.

6. Specify tactical body armor by installed configuration

Tactical body armor should be evaluated at its complete installed weight. Start with the tactical bulletproof vest carrier, then list every soft panel, plate, pouch, identification panel and release component that will be supplied. If options are shown in a catalog photograph but excluded from the price, the quotation should say so.

Carrier inspection should cover shoulder and waist adjustment, soft-panel retention, plate-pocket closure, accessory attachment, stitching, fasteners and identification areas. For a multi-function tactical bulletproof vest, freeze the pouch and accessory arrangement only after the core armor configuration is confirmed. Load carriage must not obscure what actually provides the stated protection.

7. Verify plate pockets, standalone plates and ICW combinations

A tactical carrier with plate pockets does not establish the protection of the inserted plates. Specify the plate model, size, shape, cut, curvature, thickness, orientation and retention method. Test the exact proposed plate in the exact proposed pocket before approving the sample.

The RFQ must also distinguish standalone plates from in-conjunction-with, or ICW, designs. An ICW plate is evaluated with a specified soft armor model behind it. The buyer should identify that combination and prevent unapproved substitutions. Do not assume that another soft panel, even one with a similar threat designation, creates the same tested system.

8. Approve a size set with representative wearers

One medium sample cannot validate a multi-size police body armor order. Ask for the supplier's measurement method, body-measurement chart and finished-product chart. Then select a size set that represents the expected wearer population, including users near size boundaries and any nonplanar or gender-specific designs required by the project.

During a controlled wearer review, inspect panel position, side relationship, shoulder adjustment, seated fit, ordinary arm movement and access to required duty equipment. For tactical armor, include the approved plates and accessories so the finished system is assessed. Photograph labels and record carrier, panels, plates and complete weight separately.

The result should be a signed sample sheet, not an informal email saying the vest “fits well.” List the wearer measurements, sample size, included components, approved adjustments, deviations and corrections. Keep a sealed reference sample when the contract and quantity justify it.

9. Freeze labels, documents and bulk acceptance criteria

The approved configuration must remain traceable through production. Require labels for each protective panel or plate where applicable, plus the carrier and packed set. Contract fields may include manufacturer or responsible supplier, model, size, protection reference, lot or serial number, manufacture date, wear-face or strike-face orientation, care instructions and destination-specific markings.

Before shipment, compare a defined production sample with the signed reference. Count components, check panel and plate models, measure critical dimensions, weigh the agreed sizes, inspect stitching and closures, verify labels and reconcile packing lists. Any material, panel, plate, closure or accessory substitution should require written approval before production continues.

Supporting files should include the model datasheet, coverage drawing, model-matched test evidence, current compliant-list record when required, label artwork, size chart, user and care instructions, packing specification and inspection record.
