Body Armor Procurement Guide: Soft Armor, Plates, Carriers and Documentation

The reliable way to buy body armor is to specify a system. A vest photograph and a protection level are not enough.

Quick answer: Define the threat, wearer role and required coverage first. Then separate the carrier, soft armor panels and hard plates into their own line items. Confirm what is included, how each protective component was tested, which sizes are needed and how samples will be approved. This prevents a low-priced textile carrier from being mistaken for a complete armor system.

First decide what “body armor” includes

In everyday conversation, vest, carrier and body armor are often used as if they mean the same thing. In a purchase order, they should not. A carrier is the textile shell worn on the body. A soft armor panel is a protective insert. A hard armor plate is a separate rigid component. A quotation may include one, two or all three.

List them separately even if the supplier will deliver a complete vest. This makes the protection claim, quantity and replacement terms visible. It also prevents a later disagreement over whether front and back panels, side panels or hard plates were included in the quoted price.

More coverage is not automatically more useful. Extra panels add weight, heat and restrictions around the shoulder and waist. The correct question is whether the user can perform the intended task while the required area remains protected.

Write the threat in full

A level name is shorthand for a defined test procedure; it is not a free-standing promise against every projectile in that caliber family. New U.S.-referenced specifications should review NIJ Standard 0101.07, which uses HG and RF threat designations. Older NIJ 0101.06 tenders commonly use Level IIA, II, IIIA, III and IV. State the edition as well as the level so bidders do not guess.

Scope matters: NIJ 0101.07 covers torso-worn body armor within its defined scope. A vest package may contain accessories or protective parts that are not covered by the same certification. Describe each component’s claim separately.

Coverage should be drawn, not assumed

Terms such as “front and back protection” leave room for different panel shapes. Ask for the soft panel pattern or a dimensioned coverage drawing. Pay attention to the arm opening, side overlap, upper chest and lower edge. A panel that is wider on paper can still fit poorly if the shape blocks arm movement.

For plate pockets, identify the accepted plate dimensions, cut, curve and thickness. A nominal 10 × 12 inch pocket may not securely retain every nominal 10 × 12 plate. Test the intended plate and carrier together, then record the approved combination.

Fit trials are part of technical evaluation

Uniform size should not be copied directly into an armor order. Measure the wearer population using the supplier’s method and compare it with finished-product dimensions. Then run a trial with users who represent the middle and edges of the size range.

During the trial, check whether the vest stays in position while the wearer sits, kneels, drives and raises both arms. Shoulder straps should not sit under a rifle stock or pack strap in a way that creates a hard pressure point. The lower edge should not force the vest upward when seated. A quick-release system must be tested for both release and correct reassembly.

Carrier details that change the delivered product

  • Outer fabric composition, color reference and abrasion or water-repellent requirement.
  • Lining or spacer mesh, ventilation zones and contact surfaces.
  • MOLLE webbing dimensions and layout, including blank areas for identification.
  • Front closure, side adjustment, shoulder adjustment and emergency release.
  • Plate and soft-panel access, internal retention and closure direction.
  • Included pouches, collar, throat, shoulder, groin or side protectors.
  • Hook-and-loop patches, printed marks, badge placement and reflective identification.
  • Carry bag, user instructions, spare parts and individual packaging.

When a buyer asks for “Cordura,” “MOLLE” or “quick release,” the word still needs a specification. Brand, fabric weight, coating, color and release layout can differ. If a particular branded input is mandatory, require traceable evidence. Otherwise describe the performance and construction the project actually needs.

Connect reports to labels and production

For every ballistic component, compare the report model with the offered model and proposed label. Check the standard edition, threat, size or configuration, test date and laboratory. If formal NIJ compliance is required, confirm the exact model on the applicable official list rather than accepting a logo in a brochure.

Bulk labels should identify the manufacturer or responsible supplier, model, size, protection reference, lot or serial information, production date and care instructions as required by the contract. Agree where labels will be placed on removable panels so that a panel cannot be confused with its carrier.

Build a sample that represents the order

A useful sample is not simply the nearest black vest in stock. It should match the proposed fabric, panel pattern, plate pocket, closure, accessories, printing and labels closely enough to make approval meaningful. Where a temporary substitution is unavoidable, list it on the sample approval sheet and set a due date for the final component.

Inspect the sample in three passes: product measurements, wearer trial and document review. Photograph internal labels and components. Weigh the carrier, soft armor and plates separately as well as the complete set. Keep one sealed approval sample if the project size justifies it.

  2. Verify model, size, lot and protection marking against the packing list.
  3. Check panel shape and plate dimensions against approved drawings.

  5. Weigh a defined sample from each size or batch.
  6. Confirm report and certificate references before goods are accepted.
  7. Record any substitution or deviation in writing.

Keep the quotation easy to audit

Ask suppliers to price the carrier, soft armor set, hard plate set, optional protectors, pouches and spare components on separate lines. That gives the buyer a transparent comparison and a usable replacement-parts list. Body armor procurement FAQs

Is a plate carrier the same as body armor?

No. A plate carrier is the textile platform. The soft panels or hard plates provide the stated ballistic protection. A quote must say exactly which protective inserts are included.

Should an RFQ use NIJ Level IIIA, III and IV?

Only with the applicable standard edition. Those are familiar NIJ 0101.06 terms; NIJ 0101.07 uses HG and RF designations. Never mix the names without stating the intended protocol and threat.

How should body armor sizes be ordered?

Use wearer measurements, the proposed product’s size chart and a wearer trial. Do not rely only on uniform sizes or an untested percentage split.
