The National Institute of Justice lists NIJ Standard 0101.07 for ballistic resistance and NIJ Standard 0115.00 for stab resistance. Its current standards directory lists both separately. Use the exact contract requirement and current official source rather than treating a familiar acronym as a complete specification.

1. Define the threat before choosing the vest

Write what the project is trying to address before selecting a product family. A body armor requirement may involve a stated ballistic threat, an edged-blade or spike threat, or a defined combination. Job title, uniform style and a product photograph are not a substitute for this decision. The buyer should identify the intended user group, destination, operating profile and any tender or policy requirement that fixes the threat scope.

Do not use “bulletproof,” “stab proof,” “anti-knife” and “full protection” as if they were complete technical specifications. They are search and catalogue terms. The RFQ must convert them into a standard, edition, test condition or threat designation, then identify the exact configuration that will be supplied. If the threat is still open, keep that item open in the bid matrix instead of allowing every supplier to make a different assumption.

2. Keep ballistic and stab standards separate

NIJ 0101.07 specifies minimum performance requirements and test methods for certain torso-worn ballistic-resistant body armor intended for U.S. law-enforcement use. NIJ 0115.00 addresses stab resistance of personal body armor. They do not describe the same test problem, and a report under one standard should not be presented as evidence for the other claim.

For ballistic orders, state the applicable standard edition and exact required threat designation. For stab orders, identify the applicable threat class and level rather than requesting “anti-stab material.” The final specification should identify which requirement applies to each panel or vest set.

3. Treat edged-blade and spike language as procurement fields

“Stab-resistant” alone can hide a material difference in what the buyer expects to be tested. Where the project distinguishes edged-blade and spike requirements, capture that distinction in the RFQ, evidence request, label review and sample record. The supplier should declare the standard, level, test configuration and exact panel model rather than relying on a broad marketing statement.

Coverage also belongs in this section. A test result for a protective panel does not tell the buyer how that panel is shaped, positioned or retained in the offered carrier. Require a drawing or dimensioned description for front, rear and side coverage. Then state whether any collar, shoulder, groin or other accessory panels are included, optional or excluded. 4. Verify a dual-threat vest as one controlled configuration

A bulletproof and stab-resistant vest is not established by placing one ballistic report next to a separate stab report. The buyer should check whether both documents identify the offered manufacturer, model, panel construction, relevant size or size family, standard edition and claimed threat. If the evidence applies to different constructions, treat the combination as unverified until the supplier explains the exact relationship.

Freeze the complete set in the quotation: carrier, front panel, rear panel, side panels, hard plates if included, trauma inserts if specified, closures, labels and accessories. Identify what protection each component is claimed to provide. This prevents an empty carrier, an optional plate pocket or an excluded side panel from being treated as part of a protection statement.

5. Control coverage, sizing and finished configuration

Use wearer data and a finished-product size chart, not a single letter size. Record panel width and height, neck and arm openings, lower edge, side relationship, shoulder adjustment and the measurement points used for each size. A medium sample cannot approve a full size range. For an order with multiple sizes, inspect representative small and large configurations as well as the size used for the initial fit review.

Finished weight must identify the exact size and included components. State whether the value covers the carrier only, carrier plus protective panels, or a complete vest with plates and accessories. The same applies to thickness: name the measuring point and state whether the carrier and outer cover are included. Terms such as lightweight, slim and low-profile are useful product descriptions, but they are not measurable acceptance criteria.

6. Separate carrier workmanship from protective evidence

A carrier is important to the delivered system because it positions and retains the protective panels, but it is not automatically the protective component. Inspect carrier fabric, seams, panel-access method, closures, adjustment range, panel retention, label location and care instructions. Record whether each component can be replaced and whether spare carriers or panels are part of the order.

Protective evidence should be reviewed separately from visual workmanship. A clean sample does not validate its performance claim. Conversely, a test report does not approve the offered color, carrier pattern or closure construction. This separation lets the buyer resolve a carrier-quality issue without overstating what a laboratory document proves.

7. Match reports, labels and quotations to the exact model

Build a traceability matrix with the manufacturer, offered model, panel model, size range, standard edition, threat requirement, report reference, laboratory, label revision and sample reference. Every commercial and technical document should point to the same configuration. If formal NIJ compliance is requested, verify the exact record on the applicable official list rather than treating a logo or generic certificate as proof.

Labels should be specified as fields, not reviewed only as a photograph. Depending on the project, useful fields include manufacturer or responsible supplier, model, panel identifier, size, production date, lot or serial number, orientation, care instructions and stated protection reference. Destination-specific language or import marking should be confirmed with the buyer and importer before label artwork is released.

8. Approve a sample with defined limits

The signed sample should represent the proposed panels, carrier, size, color, closures, labels, accessories and packaging. Record critical dimensions, finished weight, panel identifiers and photographs. Where the order includes several sizes, approve a representative size set and preserve the agreed size chart. The sample record should state every approved deviation and every point that remains subject to separate documentary or independent review.

Do not let visual sample approval become a blanket performance approval. A carrier inspection does not replace a model-matched report; a panel report does not approve all carrier variations; and an individual sample does not prove the consistency of a production lot. The acceptance sheet should make those boundaries visible to the buyer, supplier and inspection party.

9. Turn the sample into a bulk inspection plan

Before production starts, freeze the bill of materials, drawings, label artwork, approved sample, packaging and inspection method. Define the lot, sample size and checks for quantity, panel identity, carrier configuration, dimensions, weight, stitching, closures, label fields, accessories and cartons. State who can approve a change and what happens if a proposed material, panel, closure or factory change affects the accepted configuration.
