
For police procurement teams, plate size is a system question rather than a catalogue choice. Two plates sold under the same nominal size can differ in shoulder profile, lower-corner shape, curvature, edge build-up and finished thickness. These are useful catalogue terms, but they are not engineering drawings. Ask whether the offered outline matches the approved drawing, carrier and model evidence.
1. Define the standard, threat and model before size
Start with what the plate is expected to demonstrate. The RFQ should name the standard, edition, threat designation and exact offered model before discussing cut or curve. The current NIJ Standard 0101.07 sets performance requirements and test methods for ballistic-resistant body armor, while NIJ Standard 0123.00 defines the associated HG and RF threat levels.
This matters when a catalogue still uses the older Level III or Level IV language associated with NIJ 0101.06. Do not silently translate those terms into RF1 or RF3. Record the standard edition actually claimed for the offered plate and keep its terminology intact. If an order requires NIJ compliance rather than only a laboratory report, verify the exact company and model on the official NIJ Compliant Products List. A similar plate, a report for another size or construction, and a supplier’s use of an NIJ logo are not substitutes for an exact record. Save a dated copy of the relevant evidence with the purchase file.
2. Replace nominal size with a dimensioned drawing
Width and height are necessary, but they do not describe the entire plate. A useful drawing should show the perimeter, the point at which each upper cut begins, top and bottom widths, corner radii or chamfers, reference centerlines, curvature orientation and the permitted dimensional tolerances. Identify whether measurements follow a straight chord, the curved surface or another agreed method.
Nominal inch or metric labels can remain on the quotation for convenience, but the controlled drawing should govern inspection. This resolves a common dispute: a product may reasonably be sold under a familiar size name and still fail the buyer’s pocket or approved perimeter.

3. Compare SAPI, shooter and swimmer cuts by actual outline
Supplier naming is not consistent enough to approve a ballistic plate cut unseen. One factory’s shooter-style outline may resemble another supplier’s SAPI-style plate; two “swimmer” plates may remove different amounts of material from the upper corners. The practical comparison is an outline overlay or a drawing with common datums.
Ask each bidder to mark the top edge, shoulder-cut start points, widest points, lower corners and any asymmetric features. Compare them against the approved carrier pocket and required coverage. Do not write that one cut is universally better or more protective: the protected area comes from the finished perimeter and model evidence, not the marketing name.
When a supplier proposes an alternative cut, require a revised drawing, revised weight and a clear statement about whether the same model evidence applies. An unrecorded outline change is a product change, even if the nominal size and material remain unchanged.
4. Specify single-curve or multi-curve construction
Curve descriptions need the same discipline. “Single curve” and “multi-curve” communicate the general form, but they do not define the geometry or guarantee fit. State the required construction, show the strike-face orientation and agree how the finished curve will be checked on the sample.
For repeat orders, agree a profile template or other measurement method, permissible variation and measurement position. If the model is offered in several curves, give each configuration a distinct item code and require its own finished weight and thickness.
Do not assume a carrier pocket approved with one curve will retain another correctly. The change can alter how the plate enters the pocket, where its edges sit and how the closure engages. Confirm the exact plate-and-carrier pairing during sample acceptance.

5. Control thickness, edge finish and tolerances
Finished thickness should include every layer supplied: core or strike-face construction, backing, wrap, cover, coating, edge build-up and any attached pad. State where maximum thickness is measured and whether the value includes the external cover. An average or core-only figure may not predict pocket fit.
Inspect the edge as deliberately as the face. The sample record can cover edge profile, corner finish, cover seams, coating continuity, delamination or lifting criteria, exposed sharp areas and permitted cosmetic variation. These are workmanship controls; they do not by themselves prove ballistic performance.
Tolerances should be practical and linked to the inspection method. Include at least overall outline, critical cut coordinates, finished thickness and curvature profile. If a bidder cannot hold the requested tolerance, the deviation belongs in the quotation before price comparison—not after production.
6. Record finished weight for every size and construction
Avoid one weight for an entire product family. Weight must correspond to the exact model, size, cut, curve, material system, cover and standalone or ICW construction. Specify whether it is a target, maximum or range, and agree the scale accuracy and sampling method.
This is especially important when comparing construction options. Buyers may review catalogue products such as an NIJ III ceramic composite ballistic plate, NIJ III UHMWPE ballistic plate or NIJ III ballistic steel plate, and corresponding NIJ IV ceramic composite, NIJ IV UHMWPE and NIJ IV steel listings. 7. Verify plate carrier pocket compatibility
Measure the pocket as well as the plate. Record usable internal width and height, opening width, corner geometry, depth allowance, closure type and the way the plate is retained in its intended orientation. External carrier dimensions are not enough because seams, padding, hook-and-loop fields and internal straps can reduce usable space.
Sample approval should use the actual carrier model specified for the project, in a representative size and configuration. Check that the plate can be inserted without damaging its cover, sits in the required position, remains oriented correctly and allows the pocket closure to engage as designed. The purpose is a procurement fit check, not an operational evaluation.
A plate that enters an empty pocket may still be incompatible once soft panels, comfort pads or internal retention parts are installed. Test the complete quoted assembly. If the carrier will be purchased separately, exchange controlled drawings and obtain written compatibility confirmation from the responsible suppliers.
8. Distinguish standalone and ICW plates
Standalone and in-conjunction-with plates are different purchasing configurations. A standalone plate is evaluated as the protective item described by its applicable evidence. An ICW plate is evaluated with a specified soft armor backing; the plate and backing form the tested combination.
For an ICW requirement, name the soft armor manufacturer or listee, exact model, size or coverage relationship, threat designation and orientation. Require the supplier to show that the report or compliant-list record corresponds to that combination. Do not assume any soft armor panel with a similar label can be substituted.
Decide whether plates and their required backing panels will be supplied as paired sets, how each component will be labeled and how replacements will be controlled. 9. Freeze evidence, labels and bulk acceptance
Before production, reconcile five records: quotation, drawing, datasheet, test evidence and physical sample. The model identifier, construction, size, cut, curve and standalone or ICW status should not conflict across them. Photograph the sample labels and record its finished dimensions, thickness and weight on a signed approval sheet.

Is 10 × 12 the same as a medium SAPI plate?
Not necessarily. The labels may refer to different outlines and measurement conventions, and supplier dimensions can vary. Compare dimensioned drawings—including cut coordinates, corners, curve and thickness—before treating them as interchangeable.
Will a shooter-cut plate fit a SAPI carrier?
