
A procurement team rarely rejects a report because it lacks technical language. The harder problem is deciding whether that language applies to the product in the quotation. A report may describe a different curve, an earlier construction, a single test sample or an ICW system whose soft armor backer is absent from the offer.
This guide provides a repeatable review sequence for hard armor procurement. It does not replace the applicable standard, the laboratory’s complete report, the program owner’s records or review by the purchasing authority. It also does not provide firing or laboratory test instructions.
Ballistic plate test report anatomy: what each part should answer

1. Verify the standard, edition and current addenda
Write the complete reference exactly as the report gives it. For U.S. law-enforcement body armor, NIJ Standard 0101.07 sets performance requirements and test methods, while NIJ Standard 0123.00 defines the associated protection levels and test threats. They perform different jobs and should not be collapsed into a single shorthand label.
The current NIJ 0101.07 page lists three addenda. The NIJ 0123.00 page lists two. Record which revisions apply to the report rather than assuming that a document created before an addendum automatically reflects it.
Older 0101.06 evidence may still be relevant to an older-standard model, but its Level III or Level IV designation should not be silently renamed RF1 or RF3. 2. Match the report to the exact ballistic plate model
A family name is not enough. Capture the model designation character for character, including suffixes that identify a size or construction. Then compare the report with the quotation, product drawing, label artwork and approved sample record.
The review should resolve overall dimensions, cut outline, curvature, finished thickness, strike-face orientation, cover and any model-defining material construction. A catalogue may group several products under one commercial name, while the report distinguishes them. Where the report uses a laboratory sample code instead of the sale model, ask for a controlled cross-reference from the report owner.

Use the ballistic plate size and cut guide to turn nominal names into a dimensioned drawing. If the report does not make clear which outline it covers, log that as an open issue rather than filling the gap from a product photograph.
3. Confirm whether the evidence is standalone or ICW
For a standalone plate, the report should identify the plate as the tested armor system. For an in-conjunction-with plate, the soft armor backer is part of that system. Record its manufacturer or listee, exact model, threat designation and other identifying information available in the report.
“Use with IIIA” is not a controlled ICW specification. Different soft armor panels can have different constructions and evidence. A buyer comparing two ICW quotations should compare the complete plate-plus-backer system, including combined finished weight, thickness, carrier space and documentation. If the named backer is not part of the offer, the report does not describe the delivered configuration. Either add the approved backer or obtain evidence that properly covers the proposed combination.
4. Check the threat designation and reported test conditions
The threat designation must be read with its governing standard. Record the projectile description and the velocity information exactly as reported, including units. The purpose is to confirm that the buyer, supplier and laboratory are discussing the same requirement—not to turn a report review into a test procedure.
NIJ 0123.00 separates threat definitions from the performance standard. That distinction matters when a supplier writes only “RF” or “rifle level” in a quotation. Ask for the complete designation and the evidence that links it to the offered model.
For project-specific or non-NIJ protocols, retain the same discipline: identify the document, revision, threat, stated conditions and acceptance basis. Do not call unlike protocols equivalent unless the issuing authority has defined how equivalence will be evaluated.
5. Review sample quantity, conditioning and identification
A report should let a qualified reviewer understand which samples were evaluated and how they were identified. Record the sample count, sizes, condition categories, pre-test conditioning references and any deviations noted by the laboratory. Do not infer that untested sizes or constructions inherit the result.
Conditioning is not a decorative appendix. It helps define what the reported result represents. At the same time, an abbreviated research test or supplier screening test may have a narrower purpose than a conformity assessment. Label the document accurately in the evidence file: certification program report, accredited laboratory report, engineering test or another stated category.
6. Read the result table, not only the word “pass”
Review the laboratory’s recorded outcomes and validity notes line by line. For NIJ-style hard armor reporting, procurement reviewers may encounter perforation/backface-deformation information, impact locations, velocities and comments about individual events. The applicable standard and qualified technical reviewer determine how those fields are judged.
A report cover page or cropped screenshot can omit deviations and later pages. Request the complete, legible document with all appendices. Photographs can help reconcile sample markings or visible damage, but they are not a substitute for the result table or the laboratory’s conclusion.
7. Verify the laboratory and the scope being claimed
Capture the laboratory’s legal name, address, report number, issue date and authorized signatory. Where authenticity matters, confirm the report through a contact channel obtained independently from the document. This helps detect incomplete or altered copies without asking the supplier to validate its own evidence.

Check the published laboratory scope and relevant dates. Accreditation supports competence for stated activities; it does not certify a plate manufacturer or every product tested by the laboratory.
8. Separate a test report from NIJ certification status
A laboratory report and an NIJ compliant-model listing answer different questions. The report records testing of identified samples. The NIJ Compliance Testing Program records the conformity status of exact armor models under its program.
Use the official NIJ Compliant Products List to search the listee, model designation, threat level and product status. Match every field; a similar model name or the same supplier is not enough. Keep the date of the check because listings and notices can change.
If the product is not being offered as NIJ-certified armor, describe the document for what it is—for example, a test report to a named method. Avoid certification wording that the evidence does not support.
9. Resolve amendments, deviations and product changes
Read amendment pages and revision histories before accepting a report as current. A corrected serial number may be administrative; a changed ceramic, backing package, adhesive system, curve or cover may affect product identity or evidence applicability. The report alone may not explain the manufacturing change.
Require written change control between the test configuration and production BOM. The responsible technical reviewer should decide whether a change needs documentary review, a new sample, additional testing or formal program action. “Same performance” is a conclusion to substantiate, not a substitute for the change record.
10. Build a report-to-production traceability matrix
The strongest review output is not a pile of PDFs. It is a one-page matrix that shows how each commercial and physical identifier connects. Use one row per proposed model and do not merge distinct sizes or configurations until their scope has been documented.

Carry the same model identifiers into the signed sample and the pre-shipment inspection checklist. Inspection cannot prove ballistic performance, but it can detect whether labels, dimensions, weight, finish and configuration have moved away from the approved baseline.

A useful ballistic plate test report guide ends with a model decision. If the standard, threat, configuration, laboratory and results are clear—but the report still cannot be tied to the quoted plate and its production label—the procurement file remains incomplete.

No. A report records work performed on identified samples under stated conditions. NIJ certification requires the exact armor model to appear with the appropriate status in the NIJ Compliance Testing Program records. Can one report cover every plate size and cut?
Do not assume so. Ask the supplier or report owner to document which sizes, cuts, curves and constructions are within the report or certification scope. If the quoted configuration is not named, require a written applicability explanation and resolve the gap before approval.
What must an ICW ballistic plate report identify?
It should identify the hard plate and the soft armor backing used as the tested system, including enough model information to reproduce the approved procurement configuration. An unspecified soft panel is not a controlled substitute.
