
Separate riot shields from ballistic shields
A clear polycarbonate riot shield is generally procured for impact, thrown objects and public-order duties. It should not be described as bulletproof unless the exact construction has appropriate ballistic test evidence. A ballistic shield is a different product class, usually heavier and built around armor materials rather than an ordinary clear sheet.
This distinction belongs in the first line of the RFQ. If the requirement is impact protection, name the impact test or tender clause. If it is ballistic protection, move to a ballistic shield specification with threat, projectile, velocity and report requirements.

Choose the format around the formation and task

A catalog name does not establish dimensions. Attach a drawing showing height, width, corner radius, curvature and any folded edge. If shields must overlap or lock together, specify the formation and test the proposed connection with more than one sample.
Polycarbonate: transparency is part of quality
For a transparent shield, buyers often focus only on sheet thickness. Material grade, forming process, surface condition and edge finishing are equally important. View through the shield at different angles and under daylight and artificial light. Distortion, haze and scratches can affect situational awareness even when the sheet appears clear in a catalog photograph.
Ask whether a protective film is applied for transport and how it should be removed. Agree the acceptable cosmetic standard. Small marks near a handle mounting point may be treated differently from scratches across the main viewing area, but that distinction should be written before shipment.
Metal and composite shields need different questions
With aluminum or other metal constructions, record the material designation, sheet thickness, formed edge, surface coating and finished weight. Check the rear for burrs, exposed fastener ends and areas where the hand or forearm can contact metal. If a viewport is fitted, include its material, dimensions, retention and visibility requirement.
“Composite” is too broad for a tender on its own. Request a construction description and the test method that supports the claimed use. If the supplier considers the internal layup confidential, the buyer still needs enough traceable information to connect the offered model to its report and production control.
The rear-side layout decides whether the shield is usable
A common setup has a rigid hand grip and an adjustable forearm strap. Specify right-handed, left-handed or ambidextrous orientation. Ask for the distance and angle between the handle and strap, the adjustment range, padding and glove clearance. A grip that is comfortable barehanded may be too tight with duty gloves.
Fasteners should sit securely without sharp projections. Straps must hold the arm without cutting circulation, and the release should be operable under the intended conditions. For long shields, test whether the lower edge strikes the wearer’s boot or the ground during walking and kneeling.
Write a measurable impact requirement
Phrases such as “high impact,” “unbreakable” and “military grade” are marketing language, not acceptance criteria. Use the standard, agency method or tender procedure applicable to the project. State the impactor, energy or drop condition, strike locations, conditioning and acceptable result where the method requires them.
If flame behavior, chemical resistance or environmental aging is required, add a separate test clause. One impact report does not establish those properties. Likewise, do not extend an anti-stab or ballistic claim from another product in the same catalog to the riot shield.
Useful wording: “The supplied shield shall match model [code] tested under [method]. The report shall identify material, dimensions and thickness. Any difference in the offered construction must be declared before sample approval.”
Marking and printing need a physical proof
POLICE, GENDARMERIE, unit identifiers, emblems and serial numbers may be printed on the front or rear. Confirm language, artwork, dimensions, color, position and orientation. On transparent shields, the buyer should decide whether the text must read correctly from the front and whether the print may obstruct the main viewing zone.
Request a photo or artwork proof before the supplier prints the full order. Also check destination rules for police markings and official emblems. An exporter can apply approved artwork, but the buyer remains responsible for authorization to use it.
Riot shield sample inspection
- Measure overall height, width or diameter, thickness and curvature.
- Weigh the finished shield with handles, straps, padding and fasteners.
- Inspect the viewing area for haze, distortion and scratches.
- Run a gloved hand around the edge and rear hardware to find sharp points.
- Fit the handle and strap to users with different forearm sizes.
- Walk, turn, kneel and form an overlap with a second shield where relevant.
- Compare the mark and label with approved artwork.
- Check individual wrapping, carton protection and stacking method.
Keep the sample’s weight and rear-side photographs in the approval record. These are easy details to lose when the purchasing team approves only a front-view image.
Packaging is part of the delivered condition
Transparent faces can arrive scratched even when the shield itself is structurally sound. Specify protective film, individual bag or sleeve, separation between units, carton quantity and pallet arrangement. Handles should not press into the viewing face of the next shield during transport.
For export orders, request carton dimensions and gross weight before shipping is booked. Long shields occupy volume quickly, and a carton count based on product quantity alone can lead to an inaccurate freight estimate.

There is no universal number. Define the intended test and compare shields made from the stated material grade at the stated finished thickness, dimensions and weight.
Are transparent anti-riot shields bulletproof?

What should be checked on a shield sample?
