Neither product should be described by implication.
Do not infer protection from colour. A black metal shield is not automatically ballistic, and a transparent shield is not automatically limited to one application. Likewise, terms such as polycarbonate, alloy, steel, PE and composite describe materials or construction families; they do not establish the result of a specified complete-product test. The quotation should state what is claimed, under which method, for which exact model and with which report.
3. Compare evidence and applicable standards
For ballistic-resistant shields used by law enforcement, the current ASTM E3347/E3347M-26 specification states minimum performance requirements and test methods for handheld, multi-panel and person-portable wheeled ballistic shields. Its scope addresses resistance to penetration at the shield body, body edges, viewports, fasteners and weak points, and it also includes product documentation, label and test-report requirements. A buyer citing this standard should still specify the exact edition, protection level and project conditions in the RFQ.

4. Compare materials without assuming protection
Transparent riot shields are commonly described by polymer type and thickness; opaque riot shields may use alloy or another construction. Ballistic shields may use metal, PE, composite layers or mixed structures. Procurement comparisons should address finished weight, corrosion or environmental protection, edge treatment, dimensional stability, surface condition, repair or service limitations and batch consistency. Material selection remains tied to the complete approved specification.
Ask whether thickness is nominal or finished and where it is measured. For a layered shield, require a controlled construction or model reference rather than asking the supplier to reveal confidential manufacturing details that are not needed for acceptance. If substitution is possible, the contract should require written approval before changing the material grade, layer system, viewport, fasteners or surface treatment.
5. Distinguish a transparent body from a ballistic viewport
A transparent riot shield may provide visibility through most of its body. A ballistic shield may use an opaque body with a smaller viewport. Those designs create different drawings and inspection points. For the transparent shield, the buyer may need optical-quality criteria, scratches, haze, distortion, protective film and print placement. For the ballistic shield, the viewport, frame, fasteners and surrounding interface must be included in the exact model evidence.
Do not assume that a viewport provides the same performance as the shield body because the quotation uses one protection label. Ask the report and drawing to identify the tested model and viewport configuration. Also state whether a no-viewport version is a separate model. 6. Control dimensions, coverage and finished weight
Require a dimensioned drawing rather than relying on one width-by-height catalogue value. Record overall width and height, corner or curvature profile, viewport size and position, handle position, arm-support range, edge features and mounting points. Define tolerances and the measurement method. If the shield has multiple panels or folds, include the open and transport dimensions.
Weight should describe the finished quoted product, including viewport, handles, arm system, fasteners, covers and required accessories. State whether markings, lighting, wheels or carrying components are included. Do not publish or accept a universal weight range for a material family; weight depends on the exact dimensions and construction. Sample and bulk records should identify the scale, unit, measured result and applicable tolerance.
7. Inspect handles, arm systems and fasteners
Behind the shield, the handle, arm support, straps, padding and fasteners determine the supplied configuration. Specify orientation, left- or right-hand adaptability when required, adjustment range, grip material, fastener type, locking method and replaceable parts. A catalogue image of the front cannot confirm the rear assembly. Ask for both views and approve the complete sample.
During sample and bulk inspection, check secure attachment, part identity, sharp edges, exposed fastener ends, adjustment, symmetry and visible workmanship. For ballistic shields, ensure the test evidence corresponds to the offered hardware and attachment arrangement when those areas fall within the standard's complete-product evaluation. 8. Specify finish, visibility, markings and packing
Riot shield inspection may include transparency, surface scratches, protective film, printed panel location, colour, edge polish or binding and handle-area finish. Ballistic shield inspection may include coating condition, corrosion protection, sealed edges, viewport clarity, label fields and hardware finish. Define acceptable appearance with a signed sample and written defect examples rather than “good quality.”
Markings should follow the approved artwork and destination requirement. “POLICE,” agency language, unit identifiers, serial or lot data and manufacturer or OEM information should not be assumed. State the position, size, colour, language and permanence method. Packaging should protect transparent surfaces, shield edges, viewports and protruding handles; specify individual protection, carton quantity, orientation, moisture measures where required and shipping marks.
9. Approve separate samples and acceptance criteria
Approve at least one complete sample for every materially different shield model, size, construction and viewport configuration. The sample record should include measurements, finished weight, front and rear photographs, material or construction reference, handles, markings, labels, documents and packing. A transparent riot shield sample cannot approve an opaque riot shield, and a ballistic shield with a viewport cannot automatically approve a no-viewport model.
For bulk inspection, define the lot, sampling plan, defect classes, acceptance or rejection numbers and reinspection authority for each product group. Count by model and configuration. Do not assume so. A riot shield may be specified for impact, visibility or crowd-control project requirements, while a ballistic claim needs evidence for the exact complete shield and applicable test conditions.
Is every black police shield ballistic?
