
A ballistic helmet suspension system is often hidden behind a short phrase such as “complete helmet” or “full accessories.” That wording is too open for a police-equipment quotation. The National Institute of Justice lists NIJ Standard 0106.01 for ballistic helmets in its active standards directory and notes that revision is underway. That is a reason to write the standard and edition actually required by the project, then confirm what evidence relates to the exact offered model and configuration. 1. Define the complete helmet, not only the shell
Start the RFQ with the exact offered shell model, cut or silhouette, material description and colour. Then list every component supplied on the wearer’s head: pads, suspension, retention straps, buckles, adjustment hardware, rails, front mounting interface, fasteners, covers and labels. For each item, state whether it is included, optional, excluded or supplied as a spare.

2. Start with head-size ranges, not “one size fits all”
Ask the supplier to state how head size is measured, the boundary between each offered size, the adjustment range within each size and the quantity required by size. A project team should not infer this information from S, M, L or XL labels. The same letter label can represent different ranges between suppliers, and a shell’s external dimensions do not prove its internal fit range.
Record which sizes will be reviewed at sample stage. A medium sample can validate a medium configuration; it cannot approve the full order. When the tender includes multiple sizes, require a representative small and large configuration, or another agreed size set, before authorizing bulk production. Keep the size chart and measurement method with the signed sample record so an inspection party can check labels against the same reference.
3. Separate padding from the suspension system
Padding and suspension should be separate RFQ lines whenever they are separate physical components. Define the pad arrangement, attachment method, removability, material or construction description when relevant, number of pieces and replacement-parts requirement. For suspension, define the attachment points, adjustment method and the components that establish the internal fit range.
The objective is not to dictate an unverified design. It is to make quotations comparable. One supplier may include a removable pad set and another may quote a permanently fixed interior; one may offer a replacement kit and another may not. Those differences affect sample review, field replacement and repeat orders even when the helmet shell appears similar. State the exact configuration to be supplied for every size.
4. Specify the retention system and hardware as an assembly
A retention system is more than a chin strap. The specification should identify strap arrangement, buckle type, adjusters, anchor-point locations, attachment method, stitching, hardware material or finish where required, and whether left/right components must be interchangeable. If a project requires a particular release, adjustment or fastening characteristic, describe the required function neutrally and request a sample rather than relying on a trade name.
Sample acceptance should check the complete assembly: straps present, attachments secure, buckles and adjusters consistent, loose ends controlled as agreed, and hardware free from visible damage. The acceptance form should also state whether the sample was reviewed only for configuration and workmanship or whether separate evidence is required for another stated claim. 5. State finished weight by exact size and included configuration
“Lightweight” and “shell weight” are not enough for tender comparison. Request a finished weight for each quoted size and state the components included in that measurement: shell, pads, suspension, retention system, rails, front mount and any specified hardware. Identify the weighing method and any permitted tolerance. If an optional accessory is not included, it should not be hidden inside a headline product weight.
The same rule applies to exterior dimensions. State the measurement points, shell size and any tolerances needed for storage, packing or project documentation. Do not treat a catalogue photograph or a single representative weight as a substitute for a size-specific specification. Each offered configuration should be traceable to its own sample, drawing and quotation line.
6. Freeze rails, front mounts and fasteners
Side rails and front mounting interfaces can change the delivered configuration, total weight, hardware count and packing requirement. List the rail type or interface description, mounting locations, included fasteners, covers, colour, marking position and every part the supplier must provide. If compatibility with another item is important, submit the actual mating item or an agreed drawing for sample review; do not assume that similarly shaped interfaces are interchangeable.

7. Match evidence to the exact offered model
Maintain a traceability matrix that connects the supplier, factory when applicable, exact model, shell size or size family, standard and edition, report reference, laboratory, configuration drawing, label revision and sample reference. The purpose is simple: a document must be identifiable as support for the offered product, not merely for a visually similar catalogue item.
Ask the supplier to identify what configuration the evidence covers and what components were not part of that evidence. A laboratory report, material statement or image of a label should not be expanded into a broader claim without checking the actual document and contract requirement. 8. Approve a size-set sample before bulk production
The signed sample package should include the agreed shell model, colour, size, pads, suspension, retention system, rails or front mount, labels, spare parts and packing reference. Photograph the configuration, record finished weight, note the size-chart revision and identify every approved deviation. When the order covers multiple sizes, retain a defined sample set rather than a single shell for all production acceptance decisions.
Use a simple separation of responsibilities. The buyer approves commercial configuration; the supplier confirms the build record; the inspection party checks the written acceptance fields; and the importer or project owner confirms destination-specific requirements. Any substitution of shell, pad arrangement, strap, buckle, rail, fastener or label should require written approval before it is used in production.

9. Turn the signed sample into a bulk inspection plan
Before production begins, freeze the approved configuration, drawings, size chart, label artwork, packing method and inspection checklist. Define the lot, inspection level or sampling plan required by the contract, as well as checks for quantity, size labels, shell appearance, pad and suspension configuration, retention assembly, hardware, included accessories, finished weight, markings and carton contents.
Record the change-control rule in the purchase order. If a supplier proposes a replacement pad, strap, buckle, fastener or mounting interface, the buyer should know whether it is an equivalent approved change, a new sample requirement or a reason to pause production. This written boundary is more useful than a generic promise that accessories will be “the same as sample.”
