
Search results for ballistic helmet standards often place four different ideas in one sentence: an NIJ body armor level, an old helmet standard, a fragmentation V50 value and a claim of certification. Those ideas are not interchangeable. A procurement team that copies the sentence into a tender may receive quotations that sound comparable while relying on different projectiles, velocities, test methods, helmet sizes and hardware configurations.
This guide is for police-equipment distributors, government project teams, importers and tender managers reviewing helmet evidence. It does not rank brands or teach operational use. The current ASTM E3368/E3368M-25 scope is especially useful as a checklist because it treats the helmet as more than a shell: it addresses shell, fasteners, weak points, face shields, impact attenuation, compression, optics, retention, documentation and labels within its stated scope. That does not make it the automatic choice for every country or project. It shows why a one-line “level” is too small for a complete helmet RFQ.
1. Name the exact standard and edition
Begin with the document identifier and edition. NIJ's active standards directory lists NIJ Standard 0106.01 for ballistic helmets, dates it to 1981 and notes that revision is underway. ASTM lists E3368/E3368M-25 as the active version of its public-safety helmet specification. A quotation that says only “NIJ standard” or “ASTM standard” leaves the buyer unable to identify the actual requirements.
The RFQ should also identify which authority controls the purchase. A police tender, military specification and private-security import project may choose different evidence. If equivalents are allowed, define the comparison fields before bids arrive. “Equivalent” should mean a documented crosswalk of threats, velocities, conditioning, impact locations, sample configuration and pass criteria—not a supplier's conclusion that two catalogue labels look similar.
2. Keep torso-body-armor levels out of helmet shorthand
NIJ Standard 0101.07 is for certain torso-worn ballistic-resistant body armor. The public NIJ Compliant Products List identifies certified torso armor models; it is not a ballistic helmet list. A helmet seller may reference a threat found in another document, but that does not make the helmet a listed body armor model or allow the NIJ certification mark to be transferred to it.
When a quotation uses “NIJ IIIA helmet,” ask the supplier to expand the phrase into testable fields. Record the helmet standard and edition, exact projectile, projectile mass, impact velocity, shot and location requirements, conditioning, acceptance rule, tested size and complete configuration. If those fields cannot be supplied, the phrase is not a procurement specification.
3. Separate resistance to penetration from V50
Resistance-to-penetration testing asks whether defined impacts meet a stated penetration requirement under the named test. V50 estimates a ballistic limit from a set of complete and partial penetration velocities under a specified procedure. The U.S. Defense Logistics Agency lists the current MIL-STD-662 V50 Ballistic Test for Armor as active, while the Army's active TOP 10-2-217 Ballistic Testing of Helmets covers V50 and V0 resistance-to-penetration/backface-deformation procedures for head protection.
A V50 figure is not a universal “stop velocity.” It must travel with the projectile, mass, shape, procedure, conditioning, shot data and calculation rule. Two values cannot be ranked fairly when one used a different fragment-simulating projectile or test condition. A buyer should also avoid turning V50 into a promise about every impact below the reported value; the metric is a statistical ballistic limit, not a guaranteed V0 result.
4. Confirm whether the complete helmet or only the shell was evaluated
A finished helmet includes the shell, edge, holes, bolts or boltless attachments, rails, front mount, pads, retention system and sometimes a face shield. The report should identify what was present during testing and which areas were assessed. ASTM E3368/E3368M-25 explicitly calls out fasteners and weak points within its ballistic scope and treats face-shield performance separately. That is a useful reminder: hardware interfaces can be part of the evidence question.
Ask whether the report covers a finished helmet model, a bare shell, a material coupon or a configuration that differs from the offer. A material report cannot be expanded to every shell geometry. A shell result does not automatically cover a newly drilled pattern, changed fastener or added face shield. Record every difference and obtain written technical justification or new evidence before approval.

5. Read the threat and test conditions line by line
A reliable evidence review records the projectile designation, construction and mass; required and measured velocities; shot count and locations; angle; spacing and edge rules; conditioning; and sample size. It also records the backing or headform, penetration definition, deformation or impact measurement when applicable, and pass/fail result. Do not rely on a summary certificate if the underlying report is contractually required.
Conditioning matters because standards may specify water exposure, temperature or other pre-test states. The official NIJ 0106.01 publication record confirms that the document includes sampling, test sequence, penetration and impact attenuation methods. Buyers should use the actual document required by the tender and should not reconstruct its conditions from a reseller's blog.
6. Verify laboratory competence and report authenticity
Record the laboratory's legal name, location, report number, issue date, authorized signatory and page count. Confirm whether the report is complete and whether amendments or superseded versions exist. Where laboratory accreditation is required, check the accreditation body, status and scope for the relevant test method—not merely the presence of an accreditation logo. ISO states that ISO/IEC 17025:2017 addresses laboratory competence, impartiality and consistent operation, but the buyer must still check the laboratory's actual accredited scope.
Authenticity review is separate from technical review. A genuine report may cover a different model; a model-matched report may use a method outside the project's requirements. The evidence matrix must answer both questions. When permitted, request confirmation directly from the laboratory or use its report-verification system.
7. Match the tested model, size and configuration to the quotation
Create one row for each offered helmet variant. Record manufacturer, model designation, shell family, cut, material description, size, finished weight, hole or attachment pattern, edge finish, rails, mount, retention and face shield. Then map the report identifier and tested configuration to that row. If a report tested one size, ask what documented basis supports the other sizes.
This prevents a common substitution problem: the buyer approves a report for one shell but receives a visually similar catalogue item with different hardware or construction. Review exact products such as the FAST Ballistic Helmet, MICH 2000 Ballistic Helmet, M88 Boltless Ballistic Helmet and PASGT Ballistic Helmet as different configurations requiring their own offer details, not as evidence that one report covers all four.

8. Include non-ballistic helmet requirements
Ballistic resistance is only one part of a helmet specification. ASTM E3368/E3368M-25 also identifies impact attenuation, shell compression resistance, face-shield blunt impact and optics, and retention-system strength in its non-ballistic scope. Whether that standard applies to a project or not, it demonstrates why procurement should separate ballistic, impact, optical and retention claims instead of assuming one test proves all of them.
Write a requirement and evidence field for each claimed function. Specify finished weight by size and state which components are included. 9. Freeze the evidence package and control changes
Before production, approve a traceability pack containing the quotation, specification crosswalk, model drawing, bill of materials, test reports, report-validation record, label artwork, size chart, weight schedule, photographs and signed sample. Give each document a revision. The purchase order should identify which changes require buyer approval and what new review or testing may be needed.
At pre-shipment inspection, compare delivered labels, sizes, hardware, appearance and configuration with the approved pack. Visual inspection does not repeat a ballistic test, but it can detect mismatches that break the evidence chain. Any change to shell material, layup, geometry, drilling, hardware, edge treatment or other controlled construction should be assessed against the governing standard, laboratory evidence and contract before release.
Test-report red flags for procurement teams
- “NIJ certified helmet” with no named certification program: ask for the program owner, listing or certificate status and exact model.
- “Level IIIA” with no helmet test conditions: require the complete standard, projectile, velocity and result.
- A V50 number without a projectile: the value is not comparable.
- A cropped report: request the cover, scope, sample identity, methods, results, deviations, signatures and appendices.
- A report for “aramid material”: do not treat it as a finished-helmet report.
- One report used for every cut and size: request the documented model-family applicability.
- Face shield included in the quotation but absent from evidence: evaluate the face-shield assembly separately.
- Accreditation logo without scope: verify that the relevant method is within the laboratory's current scope.

Is there an NIJ Compliant Products List for ballistic helmets?
The public NIJ ballistic body armor CPL is for certified torso-worn armor, not a helmet list. For a helmet purchase, ask which conformity or certification program is claimed, then verify the exact model, program owner, laboratory, report and current status instead of assuming that an NIJ standard reference creates a CPL listing.
Does NIJ IIIA mean a ballistic helmet is NIJ certified?
No. A IIIA-style marketing label does not by itself establish NIJ certification or even identify the test method. Require the exact helmet standard and edition, projectile, velocity, conditioning, impact locations, tested configuration, result and report for the offered model.
What does V50 mean on a ballistic helmet report?
V50 is a ballistic-limit result determined from complete and partial penetrations under a named procedure. It is not a promise that every projectile below that velocity will be stopped, and it is meaningful only with the projectile, procedure, conditioning, sample and validity details that produced it.
Is a higher V50 always a better helmet?
Only like-for-like results can be compared. A V50 value should use the same projectile, mass, method, conditioning, impact rules and comparable helmet configuration. Procurement must also consider resistance-to-penetration requirements, coverage, finished weight, impact performance, retention and the complete evidence package.
Does a shell test report cover rails, bolts or a face shield?
Not automatically. The report must identify the tested model and configuration and show which shell areas, fasteners, weak points or face-shield assembly were within scope. Accessories or hardware added after testing should not inherit the result without documented applicability.
Which ballistic helmet standard should a police RFQ specify?
Use the standard, edition and test conditions required by the issuing authority, destination and project risk assessment. Do not select a standard from a supplier headline alone.
