1. Confirm the tender route, bidder and local importer
Record the issuing entity, competition number, submission route, registered bidder, local importer and final consignee. The Saudi Etimad platform is the government procurement portal, but the opportunity documents remain the controlling source for dates, eligibility, forms and evaluation.
A foreign manufacturer may support the bid with technical schedules, samples, factory documents and commercial terms without assuming the role of the registered Saudi bidder. Define which party signs declarations, uploads documents, holds import approvals, receives the shipment and answers clarification requests.
2. Divide the package into controlled line items
Create one line for every materially different product and configuration. A 17-inch friction-lock baton, a 21-inch mechanical baton, chain handcuffs and a complete duty belt should not share one specification or one unit price. Add separate codes for sizes, finishes, handed accessories or packaging variants that will be inspected separately.

3. Use detailed, accurate, clear and neutral specifications
Article 22 of the Saudi Government Tenders and Procurement Law says technical conditions and specifications should be detailed, accurate and clear, and should observe national or international standard specifications as applicable. It also generally avoids references that limit the requirement to a specific brand, trademark, supplier or producer.
Translate that principle into acceptance fields. State dimensions, tolerances, materials, finish, mechanism, accessories, documents and packaging. If compatibility with an installed system requires a brand reference, follow the tender authority’s rule for justification and equivalent products rather than casually naming a preferred catalogue item.
4. Classify each controlled item and approval route separately
The Saudi Zakat, Tax and Customs Authority maintains a restricted-goods guide that lists certain military-type garments, protective vests, helmets, handcuffs and electric batons for military sectors under the relevant military authority. The listing includes tariff references and shows why the exact item, HS code and end user matter.
Do not convert that table into a blanket statement about every baton, belt, vest or commercial shipment. The Saudi importer should obtain a current classification and written guidance for the exact goods. Where product conformity falls within the Saber platform, the importer should confirm whether the item is regulated or non-regulated and which product or shipment certificates are needed. 5. Freeze product-specific dimensions, materials and mechanisms
For expandable batons, specify extended length, closed length, finished weight, shaft material, lock type, surface finish, grip construction, end cap, holster and measurement tolerance. For restraints, state chain, hinged or other approved construction; internal dimensions; material and finish; double-lock feature if required; key quantity and compatibility; identification marking; and pouch. Compare a police handcuff option with chain handcuffs by the tender’s actual measurements and acceptance tests.
For belts, specify usable waist range, total length and width, base construction, liner, buckle, keepers, pouch quantity, attachment interface and load arrangement. A police duty belt is a system of components. Approving only the belt strap can leave pouch fit and buckle compatibility unresolved.
6. Control Arabic and English labels, documents and cartons
Use the tender to define the language of the technical offer, product labels, instructions, carton marks and inspection records. Useful product fields include item code, model, size, material or configuration reference, production lot, serial number when required, manufacturer and country of origin. Do not assume one bilingual layout works for every entity.
Ask for an indexed document package: technical data sheets, controlled drawings, evidence required by the line item, factory quality documents, approved label artwork, sample record, packing list and certificates needed for shipment. 7. Approve samples and a golden configuration
Request samples for every critical product family and meaningful configuration. Inspect dimensions, weight, mechanism, surface, grip or textile workmanship, accessories, markings and packaging. Record the tools and method used. Photograph the accepted details and identify a sealed or signed golden sample.
A sample should not be accepted with undocumented substitutions. If the bidder proposes another finish, buckle, pouch, key pattern or package, record the deviation before commercial comparison. Approval of appearance does not replace any performance or regulatory evidence required by the tender.

8. Check local-content and tender-specific preference clauses
The Government Tenders and Procurement Law provides for regulations governing preference for local content, local small and medium enterprises and listed companies. This does not mean every item or offer receives the same treatment. Review the specific competition for a mandatory list, local-content baseline, price preference, scoring method and evidence deadline.
Ask the Saudi bidder which declarations and calculations must be supported by the manufacturer. Do not claim a TACAN product appears on a mandatory list or satisfies a local-content percentage unless the exact tender documentation establishes it. Keep the commercial calculation separate from technical compliance.
9. Build a responsibility matrix and bulk acceptance plan
Assign each pre-shipment task to one party: final classification, approvals, conformity registration, Arabic artwork, inspection booking, export documents, freight, customs entry, duties and delivery. Add a dispatch hold point requiring the importer’s written clearance to ship. This protects both parties when an approval is still pending.
For production acceptance, define lots and sample sizes for quantity, model, dimensions, weight, material, finish, function, markings, accessories and cartons. Freeze approved drawings and the bill of materials. No factory, mechanism, material, finish or packaging change should be accepted without written review and, when relevant, updated evidence.
Build a tender response matrix before commercial comparison
Require a row-by-row response for every line item. Useful columns are the tender requirement, bidder’s offered value, manufacturer and model, document reference, sample reference, regulatory owner, delivery assumption and declared deviation. The evaluation team can then distinguish a confirmed value from a promise to confirm after award.
Keep optional products and alternatives outside the compliant base offer unless the tender allows them. A bidder may present a lower-cost finish, another lock or a different pouch as an alternative, but it should not quietly substitute that option in the main schedule. Record whether the alternative changes classification, documents, sample approval, local-content calculations or delivery.

Control packing, shipment documents and delivery acceptance
Different equipment families may need separate cartons, item labels and packing-list lines. Specify units per inner box and master carton, gross and net weight, carton dimensions, moisture protection, spare keys or accessories, serial or lot ranges, and Arabic or English marks. Prevent small controlled items from being hidden inside a general accessory carton without countable references.
Prepare draft commercial and shipping documents before dispatch. Match the item descriptions, quantities, country of origin, model references and HS classifications to the importer’s approved approach. A mismatch between the tender schedule, invoice and packing list can delay clearance even when the physical goods are correct.
At destination, separate customs release from contract acceptance. Receiving staff should count sealed cartons and note transit damage, while the technical team inspects the agreed sample from each lot against drawings, golden samples and document references. Define the process for quarantine, replacement and reinspection before shipment.
For a multi-category award, use a delivery dossier for each line item instead of one generic certificate pack. The dossier can index the purchase-order line, approved specification revision, offered model, signed sample, inspection record, serial or batch range, packing-list location and the regulatory document supplied for that item. A master cover sheet should then show which dossiers are complete and which remain on hold. This structure helps the receiving committee trace a carton back to the evaluated offer and stops evidence for one product family from being mistakenly applied to another.
Agree how partial delivery, shortage and rejected units will be recorded. State whether the buyer may accept an uncontested quantity while quarantining the balance, who pays for reinspection, and which revised documents must accompany replacements. These commercial rules should be aligned with the tender and contract rather than invented during receiving.
